The Bill just completed Report stage and has therefore been passed by the Dáil. The government had argued that buying drinks to take away should still require a tour but was defeated on this. There was also an amendment passed to extend opening hours from 6pm to 7pm.

The Bill now moves to the Seanad where it could be passed in one session, hopefully next week.

Briefly, hopefully. They've set aside 90 minutes to complete all stages.

Much was said in the Dáil about the importance of having this in place so taprooms can open this summer. But with the requirement for certification and licensing, there's basically zero chance of that happening, right?

So, the bill gets signed into law today. The only thing I'm unsure of: Did Seanad remove the amendment that allowed people to buy alcohol from the site without having to take a tour?

No. Off sales without a tour are permitted, but will need a different licence to cover it.
