I think in that submission they were looking for a sliding scale, hence the breakdowns. As it was the Govt. just went with the one.
Pushes the boundary of a micro alright, but I guess in Ireland you're either huge or tiny, so any cut-off in the middle somewhere was going to keep everyone happy.
