In the areas of the US with a high microbrewery density some small companies have popped up who have installed bottling lines in semi tractor trailers and they simply drive the bottling line to each brewery on a schedule and contract bottle at each brewery.

-Looking at the recent wave of breweries shipping beer in bulk to England and then bottling it certainly seems like such an opportunity exists.

Or even for a few breweries to start a legal partnership on the side to own a bottling line and share it. (Not sure if we're quite there yet, but I'm just sharing lessons-learned from across the pond.)

Lucan County (beside the Spa Hotel on the N4) now stocking it @ €2.59 a bottle (€3.80 on draught in the bar along with Trouble's Or and Dark Arts @ €3.50 each)

I'd have two concerns about shipping to England for packaging. A family member was involved in the cheese business and in the beginning they shipped cheese to England to be packaged. As the majority of the product was sold over there it made sense. Then they looked at the figures and decided that it made more sense to make the product in England to their specs,package and sell it on. Nothing changed on the label. The consumer didn't know the difference.

The other thing is that I had a conversation with someone in the drinks business this evening... there are loads of bottling lines in this country. So, I'm concluding if you're bottling abroad you're selling abroad, or if you're not you plan to... This isn't really a concern, unless of course it's more lucrative to produce abroad too.

Good points- I would also add that if it's bottled abroad it also indicates that the brewer is either not interested in expanding the business locally or has tried to expand and found a lack of interest by the establishments/consumers.
